Railways guarantee safe and ecological transport of people and goods. When developed on the right scale and with an appropriate level of services, they play a crucial role in strengthening the economy, fostering social mobility, and improving access to employment, education, services, culture, and tourism. They accelerate the flow of goods, support business activity, and bring people closer together. The ProKolej Foundation was established to help make this vision a reality in Poland.

Founded in May 2013, the ProKolej Foundation is an independent, non-governmental organization based in Warsaw. Its mission is to support the development of sustainable and ecological transport, while protecting the rights of passengers and users of railway infrastructure. The Foundation is led by President Dr. Jakub Majewski and is governed in cooperation with a Council comprising representatives from DB Cargo Polska, Arriva RP, Freightliner PL, CTL Logistics, and Koleje Dolnoslaskie.

ProKolej’s activities focus on five main areas: industry representation, public affairs, media relations, communication and lobbying, and networking and promotion. Through these efforts, the Foundation aims to encourage the development of environmentally friendly transport systems, advocate for fair competition across the transport sector, and improve the public perception of railways in Poland.

The Foundation’s core priorities include promoting sustainable transport, defending and enforcing the rights of passengers and infrastructure users, ensuring fair conditions for all market participants, improving the image of Polish railways, shaping pro-railway transport policy, enhancing infrastructure quality and safety, increasing the level of railway investment and optimizing the use of available funds, supporting safety initiatives, and modernizing Polish railway law in line with European Union best practices. ProKolej also actively campaigns for stronger EU financial support for railway development in Poland.

The Foundation collaborates with a wide range of stakeholders, including passenger and freight train operators, infrastructure managers, terminal and port operators, service providers, and other members of the railway industry. Its key target groups include the European Commission, the European Parliament, the Polish Sejm and Senate, government ministries, regulatory and safety agencies, regional and local authorities, political parties, the finance sector, media, and the general public.
