On 14. August, German Transport Minister Volker Schnieder announced that the CEO of Deutsche Bahn AG will be replaced. EPF member Fahrgastverband PRO BAHN e.V. PRO BAHN responded with a press release, stressing that a simple change of leadership will not be enough to solve the structural challenges at Deutsche Bahn.

According to PRO BAHN, many promising ideas introduced by the previous board failed to take hold due to resistance at middle management level, the so-called “clay layer” which has proven resilient against innovation. PRO BAHN therefore sees a clear need for stronger oversight by the Ministry of Transport, with clear guidelines and reliable financing. The association criticized that the government’s special fund merely shifted resources from the regular budget, instead of providing additional funding.

From the passengers’ perspective, Deutsche Bahn also needs to strengthen transparency and customer focus, rather than concentrating primarily on balance sheets. Lutz’ successor should establish a new communication style, one that openly acknowledges problems and works towards real solutions. Too often, DB has downplayed difficulties until they could no longer be ignored, such as with the Fehmarn Belt crossing. In addition, PRO BAHN cautioned against appointing political newcomers to the top role, pointing to the failed experiment with former Chancellor’s Office Chief Ronald Pofalla.

In their statement, PRO BAHN emphasized that the federal government must take responsibility for its company, ensure proper financing, and actively manage Deutsche Bahn in the interests of passengers.

Despite these criticisms, the association expressed its appreciation for Richard Lutz’s personal cooperation during his tenure as CEO. “We would like to thank Richard Lutz for the good, constructive cooperation on a personal level, even on points where there was no agreement on the content”, said PRO BAHN Chairman Detlef Neuß.
