The International Rail Transport Committee (CIT) is an association of over 130 railway undertakings and shipping companies that operate international passenger and/or freight transport services.
On 15. April 2024, the CIT published a leaflet about the Agreement on Journey Continuation (AJC), which governs the relationships between railway undertakings to support international passengers in the event of disruption to their journey. In addition to the leaflet, a shorter AJC note was drafted in collaboration between the CIT and EPF. It is intended as a lay-person’s informal guide to what to do if passengers miss their connection on an international journey and want to benefit from the AJC.
The digitalisation of the AJC – a CIT goal for 2025 (see here) – aims to simplify and improve journey continuation for passengers by introducing a fully digital delay confirmation. Building on the harmonised CIT delay confirmation approved in 2023, CIT and UIC have developed a digital solution based on the Electronic Ticket Control Database (eTCD). This allows real-time digital delay annotations, removing the need for paper confirmations and giving train staff direct access to updated travel information. The solution was adopted by UIC in late 2024 and has been operational since January 2025. The next step is for railway undertakings to adapt their systems and processes, supported by amendments to the AJC agreement, to ensure widespread implementation in line with the CER Ticketing Roadmap. Accordingly, an updated version of the AJC note was published on 14. December, including the sentence Please note that the delay confirmation may be provided in a separate paper certification or via digital means solely (“recorded on your electronic ticket”).
