EPF’s Senior Researcher, Delphine Grandsart, was among the expert contributors to a CIVITAS Policy Inspiration brief focused on Improving digital accessibility to public transport for people with disabilities, published in September 2025.

CIVITAS is a network  that works with cities, organisations and projects across Europe to accelerate the uptake of innovative, sustainable and inclusive mobility solutions. As part of its work, CIVITAS produced a policy brief which is the 1st of a three-part Policy Inspirations series on public transport. The brief is designed to inform and inspire on making inclusive and participatory public transport systems.

This first brief explores how inclusive and participatory design can transform public transport by:

  • Enhancing accessibility through digital solutions
  • Bridging the digital divide
  • Unlocking the potential of co-creation
  • Showcasing inspiring best practices.

Additionally, the brief presents examples from across Europe, highlighting how cities and operators are experimenting with new tools and approaches, from digital platforms that make services easier to navigate for all passengers, to participatory processes that actively involve citizens in shaping mobility solutions. These best practices illustrate how public transport can be made more user-friendly, equitable, and future-proof when inclusivity and co-creation are placed at the centre.
